Today scope localisation not using gps

Bug Description

Hello i have a Meizu pro 5 with Ubunut Touch. I have a problem and i dont know if it is by design.
It is the localisation of scopes. In setting i have it on " use only GPS" but still if i am on a WIFI VPN it takes the current ip adres and basis its localisation on it.
If i disable WIFI it takes the ip adress of the provider. When i am outside my house it works the way it should. taking the locilasation of the gps.
Is this a bug or is it by design??

Also the refresh of the today scope is not very good lot of problems after ota 12

Thanks for filing the bug.

Scopes just use the location data that's provided by the unity-scopes-shell, and as I understand it, unity-scopes-shell just passes along what it is given. So I think this is not an issue with scopes or the shell but something lower in the stack. I'll change this to canonical-devices-system-image therefore.

Regarding the refresh of today scope, a bug was fixed for release in ota 13 that I think was the root cause here. https://bugs.launchpad.net/today-scope/+bug/1599948

With the new OTA 13 i've still got problems with the today scope and accu weather channel and some more,but not the nearby scope(without GPSDATA no info is shown). But the today scope is getting its location from somewhere. My default language is Dutch maybe it is therefor that without GPS data it goes to Amsterdam (today scope) although i am in eg SPAIN. Outside it works perfectly.
