The translation coverage for departments is not great:

Further complicating things, those translations mix user facing strings (departments, highlights) with devel facing strings (as shown in the developer portal where devels submit click packages).

I've opened a new bug for the store team to split the translation template, so we can ask translators to focus on just translating user-facing strings: https://bugs.launchpad.net/software-center-agent/+bug/1481901
