This sounds like the http_proxy environment variable is not taken into account.

Try adding -Dhttp to the failing command and look at ~/.bzr.log, there should be more information
regarding which host bzr is failing to connect to, including the proxy.

If you post some excerpts from .bzr.log in this bug report, be sure to anonymize them, especially the
Authorization and Proxy-authorization ones (don't delete them but replace their value with XXX,
they may contain your login/password in a weakly encrypted form).
