Pressing Ctrl+Tab from the command lens switches to the wrong lens

Bug Description

Ctrl+Tab is used to switch between tabs in the dash. Opening the "hidden" command lens with Alt+F2, and then pressing Ctrl+Tab switches to the Files lens. It would make more sense for it to switch to the home lens.

To reproduce:

Open command lens with Alt+F2
Press Ctrl+Tab
Observe that the active lens is the file lens.
