Bug Description

Steps to reproduce:
1. Activate Dash or Hud
2. Kill shell: pkill unity-2d-shell

Result:
Dash/Hud disappears, but panel remains part-transparent and window buttons are broken. If you launch an application, the global menu on the panel has wrong position.
