If bug reports and feature requests are reported on the same form it would be simpler, and less confusing, to consolidate the link and title.

Do you refer to the link in the sidebar on <http://inkscape.org>?

Feature requests are handled in the same tracker as bug reports - a member of the team will change the bug importance to 'Wishlist' for feature requests, as part of normal triage of new reports. The details of the launchpad site are not managed by Inkscape itself.

Due to lack of feedback by the reporter, I'll assume this is about the same issue as discussed in bug #307230, and link the report as duplicate to #307230. Feel free to revert the duplicate status if you don't agree and think these are different issues.

OTOH - if the report is not about the links in the navigation side bar at <http://inkscape.org> but about the bug tracker infrastructure provided by and hosted at launchpad.net, consider filing a report against Launchpad itself: <https://bugs.launchpad.net/launchpad>
