[PATCH] Docs-install: Clarification regarding supported OS System Requirements

Since the status of OpenStack as being a cross-platform product is in flux, I propose a new update to our docs:

add note: (System Requirements)
"While certain parts of OpenStack are known to work on various
operating systems, currently the only feature-complete, production-supported host environment is Linux."

PATCH attached.

(this note is due to lack of documentation, testing, network modules, and supported hypervisors themselves on other operating systems)
