Not minimizable windows have an enabled "minimize" button on the unity panel

Bug Description

All the gtk open / save dilaogs (for example) doesn't support minimization, but when they're maximized in unity the minimize button is there and not disabled.

To reproduce:
1) Open gedit
2) Do Ctrl+S or Ctrl+O to open a save/open dialog (as you can see in metacity it has no minimize button)
3) Maximize it in unity
4) Press the minimize button: nothing happens, so the button should be disabled.

Wanted behavior:
 - The minimize button is shown, but is set as disabled.
