~/.profile is not read if launch-by-default is true

Bug Description

On uec images, launch-by-default is set, and as a result, when the user ssh's in, .profile is not read.

% ssh to instance
$ echo "byobu byobu/launch-by-default boolean true" | sudo dpkg-set-selections
$ exit
$ ssh to instance

.profile will not be read.
