Description: the internal overlays could be grey even if the window is focused. This is negatively affecting the usability, as users might not immediately see there's a scrollbar on the application.
to test the regression: open apps like lshw-gtk, evolution, deja-dup... and check if the pager are always orange when the window is focused (and the mouse is outside the scrolled window)
