svg file "Linked image not found", even with image embed

Bug Description
The file can be opened properly by image viewers. But inkscape display blocks of "linked image not found". I did open the extension and choose "image embed", but it did not work.

Those images link to files on the web, e.g.

AFAIK inkscape neither loads images from online resources nor does the script to embed images grab the resources from the web.
How did you create the SVG file?
