Exported Firefox translations contain wrong references to languages other than the current

Bug Description
We've been trying to generate new language packs for Lucid for the Ubuntu 10.04.2 release next week, and we've noticed that some languages had errors, i.e. Firefox translations were broken. The initial pointer was to po2xpi, the tool that converts the Firefox translations from the intermediate format in which they are exported from Launchpad to the native Mozilla format, so I reported bug 715733.
Looking at it more closely, it seems that po2xpi is working as expected. What does happen is that it gets data it doesn't expect: the exported PO files from Launchpad contain references to several locales in their comments, where they should only contain references to en-US.
An example from the fi.po file from the latest Lucid full language pack export. Notice the 'en-ZA' locale where it should be 'en-US'. References to other locales in the files also contain 'hr', 'pt-PT', 'ku', 'oc', 'en-ZA', 'es-AR' and 'es-CL'

Just a quick update in case it helps debugging this: I've requested 3 single file translation exports (Catalan translation), corresponding to Lucid, Maverick and Natty.
Of the 3 of them, the Lucid and Maverick translations had the problem, whereas the Natty one didn't.
Maverick and Lucid have Firefox 3.6, which means that the templates are identical and translations should be shared. Natty has got Firefox 4.0, so it's a different template. I'm not sure why the Natty template does not have the problem, as it should share its identical messages.
