re-enable hibernate in the Natty Kernel

Hibernate was removed from the Natty kernel, however, it is not clear if we should disable hibernate at this level, only in the desktop GUI, of at all. Please re-instate hibernate in the kernel until such a determination has been made.

This should be documented in the A2 release notes, and turned back on in a build shortly after A2.

Closing the OEM Priority task as hibernate was re-enabled in 2.6.38-2.29
