Cannot use keyboard to move layer up/down

Reproducing bug:
1: Have any file with any numbers of layers.
2: Get the layer box, Shift+Ctrl+L
3: Select a layer

Now, If I use the keyboard combos Ctrl+Shift+PageUp or Ctrl+Shift+PageDown, the layer that is selected doesn't move at all.

Using the arrows in the layer dialog box works as expected. Also move layer up/down from Layer menu works fine.

reproduced with Inkscape 0.46, 0.47 and 0.48(+devel r9853) on OS X 10.5.8

shortcuts to move selected layer up/down work as soon as focus is returned to canvas (click once on canvas or press <esc> after selecting a layer in the dialog).

Also for note, in the external-gdl branch, if you do something in another docked dialog, and try the shortcuts again, it will still move the layer up or down in the layers dialog (basically, it appears to no longer give focus to one dialog). It seems like we could have competing shortcuts within dialogs. Also, since the dialogs no longer take focus, mostly the focus will remain on canvas where it can... which also means if you hit Esc to get focus back to the canvas in situations where you'd want it, it just deselects your selection.

Same issue with 'Shift+PageUp|Down' to move current selection to the layer above|below (see new duplicate bug #818476). While focus is in the 'Layers' dialog, the shortcuts only act within the layer list widget - i.e. highlighting a different item, for example the item at the top or bottom of the list). The layer level of the selection stays unchanged. As soon as focus is actively returned to the canvas, the shortcuts work as expected.
