Bug Description
- new document
- create 1 object in "Layer 1"
- view "Layers" (Shift+Ctrl+L)
- add "Layer 2" (Shift+Ctrl+N)
- click on "Layer 1" in the window "Layers" (this Window is now active)
- select all objects in "Layer 1" (Ctrl+A)
- move this object to "Layer 2" with (Shift+Page Up/Down)
IT DOESN'T WORK
-> (Shift+Page Up/Down) work only in the window "Layers"

Linking as duplicate to Bug #666512 “Cannot use keyboard to move layer up/down” - keyboard shortcuts can fail if focus is stuck in docked dialog (e.g. 'Layers'). Please add a comment here and revert the duplicate status if you don't agree and think these are different issues.
