Binary package hint: apt
The apt cron job does not fetch translated package descriptions in maverick. The LANG environment is used by default and for the cron job that is C.
This appears to work fine in lucid, so only a maverick regression!

- source /etc/default/locale (if available) so that the
apt-get update cron job fetches the right translated package
descriptions (LP: #652951)

- do not check endpointer packages instead of only those which prevented
NeverAuto

- use the TranslatedDescr
