The apt cron job does not fetch translated package descriptions in maverick. The LANG environment is used by default and for the cron job that is C.
TEST CASE:
1. install fresh lucid with non-english default locale
2. reboot login, wait until the default cron job kicks in
3. look at /var/lib/apt/lists/*Translation* and verify that the non-english translations are missing
4. install apt from lucid-proposed
5. reset anacron and apt peroidoc info "rm /var/lib/apt/periodic/*" and rm /var/spool/anacron/cron.*
6. repeat step 2 (including the reboot)

This appears to work fine in lucid, so only a maverick regression!
