no way to change distro upgrade prompt policy in KDE UI

The KDE frontend currently lacks the combobox to select between upgrade prompt for LTS and normal releases

Rationale: needed to upgrade to 10.10 through a GUI
TEST CASE: old behaviour: start kpackagekit, go to Settings, click Edit Software Sources, in the Upgrade tab you can not change release notifications
new behaviour: start kpackagekit, go to Settings, click Edit Software Sources, in the Upgrade tab change release notiyou can not change release upgrade from LTS to normal and check that it applied in /etc/update-manager/release-upgrades

I installed the new software-properties-kde from lucid-proposed and the release upgrade option was added and did correctly modify /etc/update-manager/release-upgrades
