Stop the rounding to full 10ths for productivity percentages

Bug Description
For the wishlist
Some production sites will have hardly any work during some phases of the game (i.e. toolmaker)
This sites show up as having 0% productivity, which is not true, but the result of a rounding.
However, it it is important to know whether a site does nothing, or just nearly nothing (connected? manned?).
So I think unrounded percentages would be helpful.
