evolution new message is broken in Arabic locale

steps to reproduce:
1.open evolution with in Arabic locale (you can use "LC_ALL=ar_SA.UTF-8 evolution" if you don't want to change the language of your system)
2.try to open new message

you will be faced with a broken form of new message window with many of the text hidden. see attachment.

what should be:
good looking normal window

many Ubunt users who are using the Arabic interface will not be able to use evolution in their language

could you try in a guest session? do you get the issue if you start GNOME in arabic locale too? evolution didn't change a lot since karmic and there is no other bug about this, the setting seems correct if it happens to one user and not everybody using the locale

I've asked Usama to file this bug upstream at bugzilla.gnome.org since he can reproduce the bug easily there, upstream might have a better clue on what's going on here. Thanks all.
