Bug Description

The sync request below was erroneous; I have merged the package and it's available from here: https://edge.launchpad.net/~al-maisan/+archive/ppa

Please sync ifplugd 0.28-15 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
debdiff shows no remaining differences.

Changelog since current karmic version 0.28-14ubuntu1:

ifplugd (0.28-15) unstable; urgency=low

  * Add README.source to be compliant with policy 3.8.0
  * Update Maintainer to official Debian ID
  * Remove DM-Upload-Allowed: yes
  * Add ${misc:Depends} to Depends: instead of explicit debconf
    dependency. Fixes lintian W: debhelper-but-no-misc-depends
  * waproamd is to be removed from the archive, don't suggest it anymore
    (Closes: #509393)
  * Patch 06_509015_better_delays: with -u0/-d0, don't wait for an extra
    polling cycle. Shorten polling delay when an action is scheduled to

You can't request a sync for a package in main without a -dev signing off on it. Unsubscribing ubuntu-archive and subscribing ubuntu-universe-sponsors.

Looking at the current Ubuntu delta and the new Debian package, the changes aren't included there and from the look of the changes they appear still to be needed. Hence it looks like a merge to me instead of a sync.
If you feel otherwise, please explain it better (your current explanation isn't the best one).

Where does the ifplugd_0.28-15ubuntu1.dsc come from?

When I look at the current Ubuntu changes (http://patches.ubuntu.com/i/ifplugd/ifplugd_0.28-14ubuntu1.patch) and compare it with the current .diff.gz in Debian unstable (http://ftp.debian.org/debian/pool/main/i/ifplugd/ifplugd_0.28-15.diff.gz), I don't see that the changes got included. From the Ubuntu changelog entry it doesn't sound like they can be dropped now.
And even the debdiff you attached shows the bump of the debhelper version in Build-Depends (don't know what happened to the Breaks line).
