Where does the ifplugd_0.28-15ubuntu1.dsc come from?
When I look at the current Ubuntu changes (http://patches.ubuntu.com/i/ifplugd/ifplugd_0.28-14ubuntu1.patch) and compare it with the current .diff.gz in Debian unstable (http://ftp.debian.org/debian/pool/main/i/ifplugd/ifplugd_0.28-15.diff.gz), I don't see that the changes got included. From the Ubuntu changelog entry it doesn't sound like they can be dropped now. And even the debdiff you attached shows the bump of the debhelper version in Build-Depends (don't know what happened to the Breaks line).
