Bug Description
Binary package hint: update-manager
TEST CASE:
----
1. use a stock intrepid install
2. run "update-manager --proposed"
3. do a release upgrade from intrepid to jaunty and watch out for regressions
(I was not able to reproduce the actual bug, but its a good idea to add grub
to the removal blacklist).

During upgrade process, grub is removed probably for dependency problem.
But grub is essential for install and activate the new kernel version.
In my case the dependency is caused from "debian-
