kde 4.2.1 has problems showing certain utf-8 characters

Bug Description
Binary package hint: kdebase
I'm a new KDE user so I'm not sure whether this problem is a regression or not. I have noticed that every here and there around the desktop, there are problems showing non-ASCII characters such as ö ä å. At some places it works fine, such as filenames shown in either dolphin or the folder view plasmoid. In other places, it doesn't, such as the taskmanager plasmoid.

The word in the marked area should read "Systeminställn
Also, not sure whether this is against kdebase, or some other package.
Forgot to add: This is on an up-to-date Jaunty install.
