only-ubiquity mode should start networking

ubiquity version 1.11.16
alpha6 candidate disks from 03/11/09.
During the lifetime of 9.04 at some point the priority if NetworkManager was reduced (likely to speed up boots). Unfortunately this has the effect of resurrecting the symptoms of bug 277302.
Since NetworkManager's priority is after gdm, there is no place that the ubiquity init script could be placed to ensure it started up after NetworkManager.
I propose starting the NetworkManager init script from either the ubiquity init script or ubiquity-dm.

Agreed, but we really should have a better solution for networking in only-ubiquity mode for cases where interaction is needed (wireless networks).
