caps lock LED does not turn on/off

Bug Description

Release: Ubuntu 8.10

Keyboard layout: France
Go to System > Preferences > Keyboard > Layouts > Other Options > CapsLock key behavior >
Check "CapsLock Toggles Shift so all keys are affected"

Expected result: when activated, LED on caps lock key will light up.
Actual result: LED does not light up so there is no feedback to indicate whether caps lock is activated or not. When activated, caps lock key does make all characters capitals.

This happens regardless of whether the system language is English or French

Not (quite) a duplicate I'd say. Although I'd wager that both of
these problems are symptoms of the same bug -- is that what makes them
duplicates?

Yep, that's what I'm betting. Feel free to undupe once the parent bug
is fixed if it's still an issue though.
