lib32asound2-plugins conflicts with ia32-libs

lib32asound2-plugins contians a bunch of files that ia32-libs does, too. Specifically, /usr/lib32/alsa-lib/libasound_*. Either we want to drop the lib32asound2-plugins package, or we want to drop the alsa-plugins from ia32-libs.

This seems like the wrong fix to me - we should instead drop asound2-plugins from ia32-libs so that lib32asound2-plugins no longer conflicts.

I'm going to make ia32-libs depend on lib32asound2-plugins; in turn, this will require lib32asound2-plugins to replace ia32-libs rather than conflicting with it (which I'll also take care of).

  * Depend on lib32bz2-1.0 on amd64 instead of shipping it.
  * Freshen packages (LP: #277069, #389510, #393503).

This bug was reopened because currently, in Karmic(9.10) at least, lib32asound2-plugins(1.0.20-1ubuntu7) has ia32-libs set as a conflict, but ia32-libs(2.7ubuntu13) has lib32asounds2-plugins set as a depend. This makes it impossible to install ia32-libs in Karmic, which in turn breaks nspluginwrapper(needed for flash). Either the depend needs to be removed or the conflict does.

In that case, I think lib32asound2-plugins should be removed. If it is still being referred to, those referrals should be corrected, or ia32-libs should get Provides: lib32asound2-plugins.
