English language with other locale settings for other LC variables

Bug Description
Living in sweden i would like a way to run Ubuntu in english but still have other values such as paper size or measurements set correctly for sweden.
This can be solved by setting LC_ variables to correct values. For example LC_PAPER and LC_MEASUREMENTS shold be set to sv_SE while i suspect the LANG variable should be set to en_US.
Some countries have "solved" this problem by adding a specific locale for english in a specific country, like the en_DK locale but this does not solve the problem for persons in other countries.
What is needes is an advanced settings tab somewhere that makes it possible for a user to set individual LC_ variables.

This has in fact been discussed as planned inprovement for the language selector.
