ENGLISH Language with INTERNATIONAL Mesureaments - Insatallation problem

Bug Description

Ubuntu 9.04/9.10 (the 2 Linux Ubuntu I am currently using)

Don't know how to put this, but that's very simple.

I am an European. I need English language and International measurements (A4 vs. Letter, Centimeters vs. inches) etc.

During installation if I select English > the OS measurement is US
During installation if I select NO language > the OS measurement is INTERNATIONAL

Why (or where is it?) is there no choice to differentiate the LANGUAGE and the LOCALIZATION? This is not a wish, this is a bug.

Installation with NO Language prevent the Language Support to open (System>Administration>Language Support) and the languages packs have to be installed manually.

You could also help a bit easing my pain with the definition of the language-packs in Synaptic - they are so many (What does what and what is dependent or what) so I can install the missing language packs:

1. Language pack
2. Language support
3. Language support writing
4. Language support translation
5. Language pack GNOME

My Need:
English OS (it's already in English with NO language selected)
English help for all the applications
English thesaurus and spell checking (OpenOffice.org, Evo, etc.)

French thesaurus and spell checking only (OpenOffice.org, Evo, etc.)

Japanese thesaurus and spell checking only (OpenOffice.org, Evo, etc.)

I don't need:
Menus and OS in another language than English (I assume this is Language Pack?)

Update: after installing language pack en, etc. from Synaptic.

Language Support (System>Administration) loads correctly but does not open

How can I troubleshoot it?

Modifying etc/default/local

LANG="en_US.UTF-8" (vs. LANG="C")

Fixed it. Language Support now loads and open

Remaining: Bug Ubuntu does not let me chose a language and a localization (Ex US English for the language and International ISO formats and measurements - Europe)

"Agreeing with all the people who say that you should be able to choose during installation. Two little check boxes to decide the measurement system next to where you choose your language would be nice; however, don't Make it based on country, as someone may be in the US and want to use metric.

In my case:
I am from Europe (I use Metric measures)
I live in Japan
My OS is in English US

Why can't I select what I need at anytime?
