Launched application in second to last position in dock

Action: Launch an application, when other applications are running that are not pinned.

Expected result: The icon of the newly launched application appears at the end of the list of running applications.

Actual result: The icon of the newly launched application appears in second to last position in the running applications in the dock.

It happens consistently with all (non-pinned) applications. For example Evince and System settings.
