Upgrade openssl-ibmca to latest version

Please use version 2.3.1 which is available at:

https://github.com/opencryptoki/openssl-ibmca/releases/tag/v2.3.1

I've noticed that there are already several commits on top of v2.3.1:

With the request to upgrade to v2.3.1 I'm assuming there these are not critical or needed and I'll just go with a version bump to stock v2.3.1.

A test build in PPA completed successfully:

Uploaded the new package, but with an additional fix to solve a lintian warning.
Waiting for it to land in lunar(-proposed) ...

 openssl-ibmca | 2.3.1-0ubuntu1 | lunar-proposed/universe | source, s390x
