I've noticed that there are already several commits on top of v2.3.1:
https://github.com/opencryptoki/openssl-ibmca/commits
With the request to upgrade to v2.3.1 I'm assuming there these are not critical or needed and I'll just go with a version bump to stock v2.3.1.

Uploaded the new package, but with an additional fix to solve a lintian warning.
Waiting for it to land in lunar(-proposed) ...
