There is a new bugfix release in the stable 42 series.
https://gitlab.gnome.org/GNOME/mutter/-/blob/42.3/NEWS

It's hoped that this update will be included in Ubuntu 22.04.1 LTS.

Test Case
---------
sudo apt install budgie-desktop gnome-session gnome-shell-extensions
Install the update.
Log out.
Select your name on the login screen.
Click the gear button to choose a session to log in to.
Finish logging in.

Verify that things continue to work well for all these sessions:
Budgie
GNOME
GNOME Classic
Ubuntu
Ubuntu on Xorg

What Could Go Wrong
-------------------
Mutter is an essential component of the default Ubuntu desktop and for the desktop used by Ubuntu Budgie.

A severe enough bug could mean that people are unable to use their desktop version of Ubuntu.

Smaller bugs could interrupt people's workflows.

mutter is part of GNOME Core and is included in the GNOME micro release exception

      + Allow any drag timestamp as drag start serial
    - Add backends-native-kms-crtc-Don-t-compare-gamma-values-on-un.patch
      + Avoid memory errors when comparing gamma values
    - Add monitor-manager-Ensure-monitors-settings-after-backend-ha.patch
      + Ensure privacy screen settings are applied on startup
    - Add patches from GNOME !2364
      + Fix X11 selection related crash when Xwayland died
    - debian/libmutter-10-0.symbols: Add symbols for triple buffering patch
  * Drop patches applied in new release
