Rubber band only works in the top-left quarter of the desktop at 200% scale

Rubber band only works in the top-left quarter of the desktop when using display scale 200%. Even less at 300%. It only works correctly at display scale 100%.

That can probably stay 'Fix Released'. I'm just changing the design of the patch that fixes it, while there continues to always be a fix released in hirsute and later.
