Thank you for taking the time to report this bug and helping to make Ubuntu better.

You have tagged this package as 'ubuntu-release-upgrader' which is used to move a system from one release (eg. 18.04) to a later release (eg. 18.10 or 20.04). I see no evidence of that being performed (thus likely the wrong package).

Are you sure you haven't got hardware issues, a failing fan, or box needing to be cleaned (remove dust etc that could be stopping the fan(s) from operating ideally and keeping heat trapped inside the case)?

I suspect a Support site would be more appropriate, eg. https://answers.launchpad.net/ubuntu. You can also find help with your problem in the support forum of your local Ubuntu community http://loco.ubuntu.com/ or asking at https://askubuntu.com or https://ubuntuforums.org, or for more support options please look at https://discourse.ubuntu.com/t/community-support/709, though please note those sites are for Ubuntu issues, and your issue as described, to me at least, reads like hardware issues.

If this release occurred after a recent upgrade; please add this information to your question, as it wasn't obvious to me (anyway) sorry. I do note on another of your bugs you noted changes after a kernel upgrade, are these related? (https://bugs.launchpad.net/ubuntu/+source/linux-signed-hwe/+bug/1867882)
