ds9 is not using the ubuntu tcl/tk framework

Bug Description

In the case that a second tcl/tk installation is available for the user in the PATH environment variable ds9 is using this instead of the system one. Please change in the startup script the path to wish8.6 from "wish8.6" to "/usr/bin/wish8.6" . Example was an anaconda3 python installation which provides with8.6 in their path! And the error message was that the tcl-xml-package was not found!
