Be able to tab to "More options" icon on "Pages and collections"

User should be able to tab to "More options" icon. Currently, when user is focused on a page or collection link, pressing tab takes the user to "Access rules" instead of moving to "More options" when you are on "Pages and collections".

To improve accessibility, add a CSS outline to the "More options" icon
