SmartEvidence matrix page - need the ability to expand / collapse the sections of the matrix

With the creation of matrices there are 'sections' the lines in grey in attached image and there are 'examples', which are subsections of the 'sections'.

If the framework matrix is quite long it would be useful to be able to expand/collapse the 'sections', i.e. show/hide the 'examples' rows of a section.

Bug 1681284: Basic idea for collapsing/expanding sections (standards) in matrix

To allow for the problem where we have tonnes of standards/substandards

Also added ability to remember ope/closed state as part of
browser session
