Bug Description

Various autopkgtests from packages that depend on php-horde-http (which
in turn depends on php-pecl-http), are failing with:

Error: Undefined constant 'http\Client\Curl\AUTH_ANY'

or similar http\Client\Curl errors.

This is because our version of php-pecl-http is not currently built with
curl support.
