Bug Description

In order to remove PHP5 from the archive, a set of build-dependency loops need to be bootstrapped, in particular to not depend on phpunit.

Quick update after some Debian discussion, we may want to move to 2.5.1 (which will be packaged for Debian experimental sometime soon), as well. I'll update this bug (or close it and request a sync instead) when I have an update.

php-codesniffer 2.5.1 has been uploaded to Debian unstable and synced to xenial.

Package does not misbuild with the existing pkg-php-tools, so no need to bump the versioned build-dep. We can upload this to xenial now to add the stage1 profile support, then do a no-change rebuild later.

PHP 7.0 has broken out XML support to its own binary package, which is leading to test failures. Add the new dependency.
