I have also encounted this problem in a fresh ubuntu-gutsy 7.10 installation.
using System / Admin / Langage ( Prise en Charge Linguistique in french), I have been prompted for new packages installation based on '*-fr*' for mozilla, kde and so on. After those packages have been installed, my mozilla is running in french.
I suppose there is a dependency problem for packages. There is a cleanning process at the end of installation. perhaps some packages have been cleared at this moment.
