this problem seems to rize when you install new ubuntu distro at the D day, and when remote servers are heavily loaded. I was waiting at 82% installation and disconnected my network plug so install process can go on. So this problem is minor. But a failsafe process could be made to install missing packages when network is availlable on next reboots.
