Ubuntu16.04: hvcsadmin command is not working

Problem Description
========================
I installed Ubuntu16.04 on PowerVM system and try to run hvcsadmin (hypervisor virtual console server administration utility) command but it seems me broken .

Step to reproduce
=======================
1- Install Ubuntu16.04 on PowerVM
2- Install powerpc-utils in the system
3- run hvcsadmin utility

Expected Result:

it should work on PowerVM environment

Actual Result:

Fails to run complain about systool .

LOG:

root@system:~# hvcsadmin -all
Can't exec "systool": No such file or directory at /usr/sbin/hvcsadmin line 259.
systool: No such file or directory at /usr/sbin/hvcsadmin line 259.
root@system:~# hvcsadmin -noisy
Can't exec "systool": No such file or directory at /usr/sbin/hvcsadmin line 259.
systool: No such file or directory at /usr/sbin/hvcsadmin line 259.
root@system:~# rpm -qa | grep hvcsadmin
The program 'rpm' is currently not installed. You can install it by typing:
apt-get install rpm
root@system:~# dpkg -l | grep powerpc-utils
ii powerpc-utils 1.2.18+r1.1.3-24ubuntu1 ppc64el Various utilities for Linux/PowerPC
root@system:~#

Note : If i install libsysfs2 sysfsutils packages than it seems me working so i think when we install powerpc-utils it should have dependencies about sysfsutils.

looks to be resolvable with the addition of a dependency on sysfsutils to the powerpc-ibm-utils package.

  * 01_ipmitool_check.patch: Suggest package install in ipmitool check.
  * 02_systool_check.patch: Fix and ipmrove systool test (LP: #1529590)

I verified this bug on Ubuntu16.04 today's build still seem me issue persists

root@ubuntu:~# hvcsadmin --all

root@ubuntu:~# dpkg -l | grep powerpc-utils
ii powerpc-utils 1.3.1-1 ppc64el utilities for maintenance of PowerPC platforms (metapackage)

Did you fully upgrade your system? powerpc-utils is just a metapackage that depeneds on powerpc-ibm-utils.

Executing without sysfutils installed yields this for me:

ubuntu@wichita:~$ hvcsadmin --all
hvcsadmin: systool command not found.
hvcsadmin: Please install the 'sysfsutils' package and retry.

I've patched it this way to avoid pulling more dependencies into the rather minimal set of packages where powerpc-utils lives, but I think the message should be clear enough.
