Did you fully upgrade your system? powerpc-utils is just a metapackage that depeneds on powerpc-ibm-utils.
Executing without sysfutils installed yields this for me:
ubuntu@wichita:~$ hvcsadmin --all
hvcsadmin: systool command not found.
hvcsadmin: Please install the 'sysfsutils' package and retry.
I've patched it this way to avoid pulling more dependencies into the rather minimal set of packages where powerpc-utils lives, but I think the message should be clear enough.
