system language setting goes wrong after installing system

Bug Description
There is no issue in Installing process at the ubiquity for locale settings
I set up locale as this in ubiquity
locale : seoul
language : Korean
keyboard : Korean(101/104)
but, At the first boot up after installation
System shows me wrong language setting
In the Language & Region
It should have shown to me a Korean instead of English (United States)

There is a similar issue in Ubuntu 15.10 , too
