Feature request: exclude hidden layers (and other irrelevant stuff) when saving to .svg

Currently there is no way to save a simple svg without additional stuff in it. It looks like there are many optimizers on the internet, but it would be great if inkscape at least allowed not to include invisible stuff. "Plain .svg" and "Optimized .svg" sound like they should do something like this, but they don't.

Sysaxed: Most of that discussion is completely unrelated to your feature request, there is a ton of noise in this bug report. Please edit it down to only the relevant bits or better, just directly write a relatively comprehensive summary for what you're looking for.

Basically I want a button that saves an SVG that is safe for general use (has relatively small size, does not include hidden layers and especially does not include rasters on these hidden layers).

The provided discussion has enough extra information about the roots of the problem (as well as some thoughts against this feature, it is still good to know though). However, it is not obligatory to read the discussion, the title of this bug report just says the basic idea out loud.

Another interesting thing is that even 'scour' program does not clean .svg's from hidden layers. The only way to get a reasonable .svg file is to delete all hidden layers manually, then save to plain or optimized .svg.

(Note: I don't imply that this is a duplicate report - only that exporting (saving a copy as) SVG file without hidden layers might pose similar issues to address as exporting a selection based on all visible objects (in all layers): there might be referenced objects on the hidden layers (objects which are referenced by visible objects via <use>) which would have to be included nevertheless, otherwise the exported drawing will render differently).
