Basically I want a button that saves an SVG that is safe for general use (has relatively small size, does not include hidden layers and especially does not include rasters on these hidden layers).

The provided discussion has enough extra information about the roots of the problem (as well as some thoughts against this feature, it is still good to know though). However, it is not obligatory to read the discussion, the title of this bug report just says the basic idea out loud.

Another interesting thing is that even 'scour' program does not clean .svg's from hidden layers. The only way to get a reasonable .svg file is to delete all hidden layers manually, then save to plain or optimized .svg.
