[system tests] Need to don't run test_autoscaling in the Heat HA sys test

Because of https://bugs.launchpad.net/fuel/+bug/1365431 'test_autoscaling' is skipping in the system tests.
But in swarm log we can see:
AssertionError: The following tests have not succeeded, while they must have passed: [u'Check stack autoscaling (fuel_health.tests.platform_tests.test_heat.HeatSmokeTests.test_autoscaling). Test status: skipped, message: Autoscaling with native cloudwatch mechanism does not work in Heat when used multi-engine architecture.']

As a result whole sys test is failed, it's not correct, so need to don't run 'test_autoscaling' at all.

    This fix was already done in 5.1 in the following commit:
    https://review.openstack.org/#/c/122364/ , but it was accidentally
    reverted, so need to add it again.
