[ostf] Need to skip autoscaling Heat test in HA mode

Autoscaling with native cloudwatch mechanism does not work in Heat when used multi-engine architecture, so test "test_autoscaling" should be skipped in HA mode

As a proof:

<skraynev> shardy: wow. did you say, that periodic mechanism (so and autoscaling without ceilometer) does not work for multi-engines?
<shardy> skraynev: correct, we have no way of deciding which engine should run the periodic task, so they'll all race each other

    Small fixes for 'test_autoscaling' Heat test

    - Skipped test in HA mode due to native Heat autoscaling

    - Increased timeout due to periodic Time Limit Errors in the
    system tests
