Bug Description
Autoscaling with native cloudwatch mechanism does not work in Heat when used multi-engine architecture, so test "test_autoscaling" should be skipped in HA mode

<shardy> skraynev: correct, we have no way of deciding which engine should run the periodic task, so they'll all race each other
