Bug Description

Failed on CI job: http://jenkins-product.srt.mirantis.net:8080/view/5.1_swarm/job/5.1_fuelmain.system_test.centos.services_ha/19/

I think we should skip this OSTF test in 'deploy_heat_ha' :

[u'Check stack autoscaling (fuel_health.tests.platform_tests.test_heat.HeatSmokeTests.test_autoscaling). Test status: skipped, message: Autoscaling with native cloudwatch mechanism does not work in Heat when used multi-engine architecture.']
