[update] Some packages not updated on nodes after fuel upgrade

Upgrade from fuel 5.0.1 to 5.1 (fuel-community-upgrade-5.1-15-2014-08-31_23-58-23.tar applied on Mirantis Openstack 5.0.1) and launched "update environment".

Upon successfull completion, many packages are not updated on nodes :

For this packages "nailgun-agent nailgun-mcagents nailgun-net-check" it's ok for the current release
